The granite base was supplied by Set in Stone of St. After a second "heavy duty" trip to the museum, Rescorla's memorial statue was finally placed outdoors. That required additional fundraising in order to comply with requirements at the site. Although it has stood in the Hero's Walk under 24-hour guard, Hill and friends wanted it to be more prominently displayed in an outdoor area.
The full body bronze memorial statue of Rescorla depicted as a second lieutenant was created by sculptor Edward Hlavka. After his death, Hill, Rescorla's widow Susan, and Fred McBee, a friend for more than 30 years, formed the Rescorla Memorial Foundation in 2003 to raise funds to construct a monument to be placed at the National Infantry Museum.
